Midi Editor: Selecting "View -> Transpose..." doesn't open the transpose dialog box

For a couple of versions now (can't remember exactly which, but I'm on the latest one and it's still repro for me), the Transpose window doesn't appear when I select View -> Transpose... from the menu. The menu item itself gets checked, but no dialog box appears. I've validated that the window doesn't get open somehow behind Reaper, docked, or similar. Currently using v5.24 x64.

The default x,y positions of dialog boxes are stored in the REAPER.ini file, and sometimes they go awry, especially if the screen resolution or the arrangement of a multi-screen setup changes.
